PRELIMINAR
IES
Public libraries are people’s universities. A University requires a
laboratory, a classroom and many more things to impart education,
but a public library is both a laboratory and a substitute of
classroom. In the context of modern societies, it is lifeline and
portal of living system of the society. In the event of modern
paperless society, this has a tremendous role to play in shaping
the people in their proper prospective.
“ Libraries have played an important role in the spread of knowledge
and awareness among persons of all ages. Considering the growing
literacy and general awareness among the people, particularly the
youth, in the urban as well as rural areas, it has become
necessary to strengthen and upgrade the network of public
libraries in the country. We have, therefore, provided an amount
of Rs.1 Crore for the State Level public libraries in each State.
In addition, we have provided amounts computed at Rs.20 lakhs per
district for up gradation of public libraries in the mufusil and
rural areas. The Commission feels that the States may create a
corpus, invest it and use the returns from it for the purchase of
books and periodicals every year on a sustainable basis”.

1.
AIMS AND OBJECTIVES
1.1. The aim of the project is to strengthen
the existing public libraries and also to build up a network of
the other libraries so that people in urban and rural and mofusil
areas get access to the world of learning, knowledge, information
and date contained in various formats of books, documents and
print and electronic media including digital devices.
1.2. The objective is to support public
reading habit among the people, utilize leisure time for
information, recreation and education of the youth, the woman
folk, the senior citizens and the neo-literates created out of the
post literacy programs undertaken by the Government under the
Literacy Mission.
1.3 The thrust area is therefore to
build up libraries in the areas where such facilities are not
existing and where such facilities are available, those are to be
strengthened and finally bring them into a network so that a
reading public is not deprived of getting his/her desired
information at a minimum distance
from
his working
station or residential locality.

Development of Public Libraries.
2.1.
The library movement in the State can be traced to the
pre-independence days when the feudatory chiefs and erstwhile
kings had patronized the movement by organizing libraries for the
people of their states.
2.2.
The popular Government in the State developed libraries
from 1951. The Harekrushna Mahtab State Library at Bhubaneswar was
started in 1967.
2.3.
Presently there are 17 District Libraries under the
Department of Culture. There are also 6 Ex-District Board
Libraries and 3 Memorial Libraries functioning under the
Department. 13 Grantee District Libraries have been functioning
under I & PR Department.
2.4.
In addition there is a State Library and a Bhubaneswar
Public Library, both functioning at Bhubaneswar.
2.5.
To develop public library system and encourage reading
habit by people, both in urban and rural areas. The Eleventh
Finance Commission was kind enough to award Rs.7 crores. This
amount is being maintained as Corpus Fund in 30 Districts of the
State and at Bhubaneswar for the State Library.
2.6.
The interest from these corpus accounts are meant to be
used for purchase of books, periodicals, newspapers etc. for the
libraries in each District Headquarters.
2.7.
It is now proposed to construct new library buildings and
repair existing library buildings at District, Sub-Division ,Block
levels and heritage libraries.
2.8.
It is also proposed to provide storage equipments, reading
room facilities and computerization of major libraries in
different parts of the State. It is also proposed to upgrade the
Harekrushna Mahtab State Library Building and the facilities
available therein by extension of the existing building and
modernizing the facilities.
2.9.
An amount of Rs.10 crores is allotted for the purpose.

Existing infrastructure & implementation:
There is no machinery of Director, Culture or Library to
implement the Projects. Hence certain Modus Operandi are to be
chalked out.
3.1. The Library Buildings shall be taken of
at State Capital, District Headquarters of 30 Districts,
Sub-Divisional Headquarters of Rairangpur and 4 (four) areas of
Ex-District Board of Balipadar, Chikiti, K.S. Nagar and Tanarada.
This shall be constructed over a period of 4 years beginning from
2006-07.
3.2.
In order to implement the programmes certain agencies are
to be engaged as detailed below: -

3.3. After finalisation of Action Plan and
the Implementing Agencies, Money shall be released for
implementation to the Implementing Agencies through the Director,
Culture. There shall be Implementation Cell to monitor the scheme
as per guidelines issued by Govt. from time to time and this
Monitoring Cell shall function in the HKM State Library. Director,
Culture shall be the controlling authority in respect of the funds
allotted and Director, State Library shall be the Supervising
Agency in respect of the Projects undertaken and implemented.
3.4. As regards, procurement of storage
materials, furniture, air conditioning, digitization and
computerization. Director, State Library shall be the Nodal Agency
to monitor through an Expert Body comprising the Director, State
Library, Technical Director, NIC, Head State Portal Group, the
Executive Engineer, GED, Deputy General Manager of OCAC and
representative from EPM or the Deputy Director, EPM. There shall
be 6% administrative cost on supervision and other ancillary
matters such as meeting etc., which shall be met from the above
fund.
